A) According to the Connecticut Department of Motor Vehicles, you can drop off plates at any DMV office without an appointment. However, you need to fill out a CUSTOMER DROP OFF FORM and submit it with your plates. You can also mail your plates and a written request to cancel them to the following address:
DMV Attn: Registry Record Section 60 State Street Wethersfield, CT 06161
If you want to use your plates for a different car that is not yet in your possession, you can put your plates on hold online.
