What are the chances of getting the red light at WWW & Tegner ADJUSTED so WWW has the benefit.

Q) I go thru that light about once a day and the Tegner traffic gets the longer green light. This is not space science, but the Tegner light is green while the 3 or 4 cars that were lined up are long gone while the WWW traffic is backing up in both East & West Directions. And then the WWW light only allow about 20 vehicles thru.
